My older brother taught me this mantra when we were little.
The way he explained it to me was that it was to be used in times of maximal need, to call light into the situation from all levels of existence. This was the in-case-of-emergency-break-this-glass mantra. (He kicked my ass on pronunciation. You have to get it right, which over and over I did not do, until I finally did, or he finally gave up trying to finesse me on it.)
That's how we used it as kids but I think it's employed for purification and not as an on-call superhero.
